ATK-certified SEF: what it means and how to verify it

The term certified SEF comes up more and more when businesses in Kosovo look for point-of-sale software. Here is what stands behind it — without jargon, and with the concrete steps to verify it yourself.

What a SEF is

SEF stands for Electronic Fiscal Software (Softuer Elektronik Fiskal): a program, not a device, through which a sale is recorded, digitally signed and sent to the Tax Administration of Kosovo (ATK) straight from the point-of-sale system. The receipt it produces is a fiscal receipt.

For a program to be called a SEF, ATK evaluates and certifies it. The Commission for Registration and Certification of SEF checks whether the program meets the technical and functional requirements set out in Administrative Instruction No. 01/2026 (articles 32, 34 and 37) and, if so, lists it in the public register of certified SEF.

Why certification matters

With a certified SEF:

• fiscalization happens inside the program — no extra fiscal device and no manual procedures;
• every receipt is verifiable by the customer, through the QR code, on ATK’s site;
• the reports and registers ATK requires come out of the system, ready for inspection;
• corrections (returns, cancellations) are linked to the original receipt and reported automatically.

Without certification the receipt is not a fiscal receipt — however good the program is for daily work.

What happens at the moment of sale

When the internet drops, the receipt prints marked OFFLINE, waits in a secure queue and is sent automatically once the connection returns — within the legal deadlines.

How to verify a program’s certification

Always ask the vendor for two things and check them yourself:

1. ATK’s public register of certified SEF. It shows the company name, the SEF name, the SEF number, the version, the type and the certification date.
2. The verification code of the commission’s decision, which you check on ATK’s verification page.

What certification does not mean

Certification confirms that the program fiscalizes the way ATK requires. It does not tell you whether the program fits your business — whether it has tables for the restaurant, barcodes and scales for the market, or a patient record for the clinic.
